Idle Up Actuator fails to retract

The idle-up actuator on my '87 Samurai Tin Top fails to retract when the vehicle is warm or when the electrical load is removed.
Here is what I have tried so far:
Installed a newly rebuilt carb.
Replaced the main battery ground cable.
Replaced the vacuum lines to solenoid switch
Tried a solenoid switch from another Samurai that runs fine but still had the same problem
Checked the wires to solenoid - they do exhibit some cracking in the insulation. I wrapped with electrical tape
Tried another ECM with no improvement

Sometimes it will retract when I hit a bump in the road which leads me to think I have an electrical ground issue or maybe it is a sticky valve. I have not tried one from another carb yet.

I know I can simply unplug the solenoid or vacuum lines but I'd like to resolve the issue. Should I try replacing the O2 sensor next? Perhaps I should try replacing the wires to the solenoid with new ones?
