Sounds like you are looking at the ABS module, not the ECM. The number you gave is for an ABS module.
If it is a black plastic box mounted to the firewall, that is the ABS module.
The ECM is mounted up under the left side of the dash. It will have a gray metal case on it.
But as was said, ECMs of this era are known for going bad. Pull the ECM out and pop the cover off. Sometimes there will be evidence of the capacitors being bad (the circuit board will look "different" in the area around the capacitors), sometimes there won't be, but they'll still be bad.
Has this tracker ever ran since you friend has had it? If so, was anything changed or done to it right before it stopped running?
